The English starlet has spent almost the entirety of his career at Everton but has recently refused to sign a new deal at the club.
Chelsea actually came close to signing the player in a £35million deal on deadline day in the summer but the player pulled out of a deal.
That is now looking likely to cost Everton £20million with the new fee said to be £15million when he is announced as a Chelsea player later.
Though, his move had begged the question of where he will fit into the side and former Man United defender Danny Higginbotham has named the player he could replace, even two.
Those players are Cesc Fabregas and Tiémoué Bakayoko.
